Senators Postpone Discussion Putting Bitcoin As “Environmental Villain”

A bill that is being billed in the Federal Senate and placing Bitcoin as an environmental villain is due to be introduced this Tuesday (8), as senators from the Economic Affairs Committee met to tackle some agendas.

The first part of the meeting, scheduled for 9 a.m., discussed amendments to the annual budget law, which approved R$1.75 billion to strengthen the Casa Verde e Amarela program and other measures.

Also on the agenda was Bill 412/2022, drafted by Senator Chiquinho (DEM-CE), whose rapporteur is Tasso Jereissati (PSDB-CE). The intention of the PL is to create a regulatory framework for the use of renewable energy sources in Brazil, regulating the establishment of a framework for reducing gases.

In addition to PL 412/2022, there are three other bills submitted by rapporteur Tasso.

One is Bill 2122 of 2021, which puts bitcoin as a villain, presented by Senator Weverton (PDT-MA), who ran for governor of Maranhão in the 2022 elections.

Presenting the bill, the author explained the emergence of a bitcoin industry that moves millions. In other words, a renewable energy regulatory framework and negotiations would give industry an idea of ​​how much carbon they could emit, without exceeding legal targets.

“The regulatory framework is fundamental to the legal certainty needed to scale up the trading of financial assets associated with lower emissions and carbon capture. For skeptics who doubt the creation of this market, we point to the example of the digital currency Bitcoin, which was born as something absolutely fledgling and today moves billions of dollars, including trading on the exchange. The current conversion of one unit of Bitcoin is equivalent to BRL 290,000, to give you an idea of ​​the power of this cryptocurrency.”

This Tuesday, the vote on the projects was due to be discussed by the CAE, but some senators asked for a position and their vote was postponed, unlike the rapporteur who would like the process to be brought forward.

Once approved, the project will go to the Environment Committee, where it is expected that the debates on the topic will be deepened.

In any case, the rapporteur Tasso Jereissati, former governor of Ceará, argues that PL 2.122/2021 is harmed, that is, it does not go any further.

If this happens, the “bitcoin” agenda at the center of the gas reduction issue should leave the senators’ view. After consideration in committees, the issue must be voted on in plenary to proceed to the Chamber of Deputies.

This isn’t the first time bitcoin mining has been voted on in the federal senate. In April, parliamentarians approved PL 4.401/2021 to regulate bitcoin mining, and one senator even said the country would become the new mecca.
