Between March and October 2022, checks worth €10.3 billion were disbursed to families. Spending on households that do not benefit from the minimum income is equal to 9.8 billion euros, for an audience of around 5.6 million applicants and 8.9 million children who benefit from at least one month of wage; the average monthly values were 233 euros per applicant and 145 euros per child. This is what the INPS points out in the update of the Statistical Observatory of the Universal Single Aid (Auu), which also reports data on the allowance for households that receive basic income. There are 486,000 beneficiaries of income with at least one month’s salary on the benefit supplemented by the single subsidy, with reference to around 823,000 dependent children, of which just under 500,000 belong exclusively to subsidy beneficiaries. For this group, the integration of the single universal allowance was calculated by subtracting, from the theoretical value of the allowance due, the share of the base income relative to children who form part of the family nucleus: the average monthly value of this integration was equal to 166 euros per nucleus .
For households without income, around 47% of the allowances paid per child refer to beneficiaries belonging to households with an ISEE of less than 15,000 euros. About 20% of the children belong to families that did not present ISEE. For this category, with reference to the month of October, the average value per child, including applicable surcharges, varies between just under 50 euros (for those who do not have an ISEE or exceed 40,000 euros) and 195 euros for ISEE classes up to 15,000 euros. The geographic distribution that affects the measure is interesting. Also in the month of October, 47% of the children assisted are concentrated in the North region and for them more modest average values are observed, due to the higher levels of the ISEE. In the South region, there is less consistency of beneficiaries (34%) for whom monthly values are observed on average higher, compared to the Isee which are lower in these areas. A curiosity: the minimum value of the value is registered in the Autonomous Province of Bolzano, where for each child there is a monthly value of 133 euros and the maximum value, equal to 167 euros for each child, is registered in Calabria.
Regarding the future of the measure, the Minister of the Family Eugenia Roccella declared “The single subsidy for all will not be linked to Isee. We will review the indicator’s equity criteria. We would like to give a sign of attention to large families ».
