With the decree of the Fourth Aid just approved by the Senate and the maneuver, which will be approved by the House tomorrow, Friday, December 23, it is possible to clarify what will change in relation to the 110% Superbonus. The Dl Aiuti quarter lowered from 110 to 90% the reimbursement guaranteed by the State for energy efficiency works in buildings. Not only that, because it had originally established that anyone who presented the Cilas (sworn communication of the Superbonus for the start of works) to the City Hall by November 25 could keep the 110% discount on works also next year.
What changes now? Thanks to a Government amendment to the budget law, the deadline for condominiums only has been extended to December 31, on the condition that the assemblies approve the works by November 18 (a substitutive declaration of the public deed must be presented), which corresponds to the date entry into force of the Legislative Decree If, on the other hand, the resolution was approved between November 19 and 24, the deadline for Cilas remains November 25. The same goes for properties other than condos.
With regard to the transfer of tax credits, which allow the 110% deduction to be transferred to other companies, banks, institutions or professionals, the Italian Legislative Decree Aiuti quater, as amended by the Senate Budget Committee, establishes that the maximum number of transfers by “qualified” subjects will be increased from four to five. The first will be free, then there will be three (and not two) for banks, financial intermediaries, companies belonging to banking groups and insurance companies and, in the end, the transfer from bank to holder of a VAT account will take place.
