What Happened to Basic Income: The Grillino Flop Numbers

The main beneficiaries of income support measures are mostly women (60%), aged 49, alone and/or with children, interventions – first as the inclusion income and then the citizenship income – introduced with the fundamental objective of fight poverty in our country. This is the identikit that the INAPP (National Institute for the Analysis of Public Policies) drew up yesterday, presenting the results of a double survey that analyzed both the beneficiaries of the measures to combat poverty and the local implementers of these measures, that is, centers of employment, municipal social centers, services and social areas.

Those who received this type of support are equally distributed in our territory, with a greater presence in the South (33.7%), while the proportion of those coming from non-European countries is very low. These are disciplines characterized by a generally low level of education and little qualification from the point of view of the profession (78% of those who declare to be employed have a low profile of skills). The measures intercepted not only people in conditions of mere economic and material disadvantage. I

In fact, the survey shows how equally fundamental are aspects related to relational life, education and training and lifestyle: dimensions that must not be neglected in the planning and implementation of social inclusion processes.

For King beneficiaries, the policy’s impact on reducing severe material deprivation and, as expected, on increasing median net household income is significant. The offer of work and training activities for beneficiaries of citizenship income is the problem pointed out by the majority of respondents, both in the social aspect and in that of employment services. In fact, almost 60% of the territorial social areas and employment centers identify the measure’s implementation dimension as problematic. Only a minimal percentage of respondents, between 3 and 8% depending on the type of service, consider that the measure has produced results in terms of job creation and training.
