The European Commission continues to recognize the national diplomas of Filipino crew members. There have been doubts about education levels in recent years. Sanctions such as the withdrawal of diplomas were lifted as the Philippine authorities made improvements in the training of seafarers.
The Philippines is of great importance to the global shipping industry: one in six crew members comes from an Asian country. In the Netherlands alone, 20,000 Filipinos, including 1,700 officers and captains, work under the Dutch flag. They may lose their jobs if the diploma is no longer recognized.
EU Commissioner Vălean (Transport) is pleased with the cooperation with the Philippine government: “They did their best to improve the training and further training of the crew members. They can continue to rely on our support to maintain their certification plans and ensure better living and working conditions for seafarers.”
