Late last year, President Andrés Manuel López Obrador announced that the refinery in Dos Bocas to start gasoline production in Julyde facto announcing the violation of the December 2022 date set by Minister of Energy Rocío Nale.
“The focus of the work performed on an early start was checked, establishing that launch proposed for July 2023 not feasible“, indicates the audit report corresponding to the first quarter of 2023 from May, to which Reuters had access.
During the test, it was found that no progress on critical paths combined delayed and catalytic coking units, which are key to the operation of the enterprise.
“In the combined coking and delayed coking plants, instrumentation has been identified that is becoming critical: calibration, assembly and connection of safety valvessensors, pressure and temperature sensors,” the document says.
It adds that, according to the project schedule, the construction of a combined and coking plant should have ended in december last yearbut “not finished yet”.
Pemex said the matter was being looked into by the Department of Energy (Sener) in response to a request for comment. Cener did not immediately respond to a request for comment.
The report shows that the audit identified risks related to errors in the execution of works or “inconsistencies” between basic and detailed design and equipment damage after start-up.
Also, making changes to unformed contracts that entail costs, additional work, as well as lack of documentation in the contract, no change in the agreement on the amount and term in a different and unamortized balance of 281 million pesos for the advance on the contract. (rts)
