In most cases, the amount of the single, universal allowance for each dependent child has changed; This measure combined a range of interventions into one facility to support families with children since March 2022. However, many families found that the only check for this May came late. The reason for this is explained by INPS: The positive and negative corrections that have been talked about in recent months have been made after some recalculation. And on balance, the amount will increase by an average of 272 euros for 512 thousand families, with a total expenditure of 140 million euros. Another 378 thousand families will have to repay an average of 41 euros that they previously paid by mistake: the recovery will be 15 million euros. What’s happening? Who (and why) should return some of the money, and on the other hand, who is entitled to a raise? We are trying to clarify.
The INPS message of May 26, 1947, clarifies that recalculations are “necessary” in light of “changes in the legislation” of the single check. Translation: This is largely a matter of automatic adjustment of check amounts, with retroactive effect, provided by the latest budget law. However, it is necessary to add to this the ISEE (indicator of equivalent economic status) variations of families. The social security institution stated that the check change will be notified to the users by “text message and e-mail message”, and they can get more information about the calculation methods by contacting the contact center or institute offices. . Unlike positive adjustments, the amount to be repaid for negative adjustments will be “paid in several tranches, in any case not to exceed one-fifth of the total debt”.
Generally for habitual recipients and in the absence of any ISEE changes, checks arrive between the 10th and 20th of each month, while all other checks are paid between the 20th and 30th. That’s why in May the deadlines got longer for almost everyone. Details of the refunded amounts and the amounts to be refunded will be specified in a special section of the single and universal check procedure, which can be accessed directly from the website www.inps.it, from 10 June. own digital ID (at least second-level Spid, Cie-electronic ID card and Cns-national service card).
Who should return some of the single check money and why?
Single-parent families must return a portion of the single, universal allowance to INPS for each dependent child. Since October 2022, beneficiaries of this category of single-person allowance have seen the increase of up to 30 euros recognized if both parents earn income from work, begin to be deducted from the monthly wage. They are now being asked to repay an average of around 41 euros per child. From where? It all started with a regulatory “fight” that, for seven months from March to September 2022, allowed detached family units to receive an increase prescribed by law only when “both parents” earned income from the business. But let’s go in order.
Therefore, the “stepping back” of the INPS responsible for the payment of the benefit concerns single-parent families. In 2022, a monthly increase was paid for each dependent minor if “both parents” had income from work, as provided for in Article 4, paragraph 8 of Decree Law No. 230/2021. one check. For families with an annual ISEE of less than 15 thousand Euros, the increase is 30 Euros. Instead, for people who exceed this threshold, it is gradually reduced to zero for Isee income of 40,000 euros or more.
In recent months, many single-parent families have also applied for a raise because the conditions stipulated in the law were not specified in the application form. And so the payments began in single-parent families. At least until last October when they were interrupted by INPS. However, according to a literal interpretation of the law, only families with two parents, both working, are entitled to the increased amount up to a maximum of 30 euros per month. Even if a single parent is a worker, it is not covered by the law, according to the institute.
But before the increase was interrupted in October, it reached all applicants: seven months in particular, from March to September, were paid. Counting the maximum of 30 Euros per month, the maximum amount to be reimbursed is therefore 210 Euros for each minor child. The value will be even greater if there are multiple children. However, you will not be required to physically return the money received to INPS. The collection procedure will actually take place in May 2023 with an adjustment on subsequent checks in several tranches starting exactly from this. According to INPS calculations, there are 378,000 families that have to repay an average of around 41 euros before. mistakenly paid.
Single check credit and debit arrangement: an example
Below is a concrete example of compensation with the debit balance and credit balance of the only child allowance. In the first case, INPS examines a hypothetical voucher for May 2023 for an amount equal to EUR 1,432.18 (determined by the sum of the amount payable as a single check, plus the temporary surcharge payable pursuant to clause) 230/2021 5 of the decree law, the so-called “transitional component”). In this case, INPS writes that after recalculating the amount of the check for March 2022, “the need to recover the total amount of -42.22 euros (consisting only of the transitional component) unnecessarily received” arises. “. The undue amount for March 2022 will now be collected in May 2023. So in this case the value of the check payment would be equal to 1389.96 Euros (i.e. 1432.18 Euros minus 42.22 Euros).
As far as the balance is concerned, INPS examines the situation of a family with a check of 275.10 Euros dated May 2023 (determined by the sum of the amount payable as a single check, to which must be added the increase envisaged in Article) 4 of Decree Law No. 230/2021. article, with the underage disability hypothesis). Faced with a recalculation for duties from March 2022 to December 2022, the social security institution “arises the need for the recognition of a loan amount equal to 850 euros for a citizen (determined by the above-mentioned increase for a child with a disability)”. And so, in the proposed example, the loan accrued in the period March-December 2022 will be paid out “with fees due for the month of May 2023 reaching 1125.10 euros (i.e. 275.10 euros plus 850 euros).
