The government is analyzing the legitimacy of also introducing a CO2 surcharge for the 2023/2024 season, the Minister of Climate and Environment Anna Moscow said.
“The justification for continued support in the form of a coal surcharge in the 2023/2024 heating season is being continuously analyzed by the Polish government,” Minister Anna Moscow wrote in response to a parliamentary question.
“Currently, the situation in the market of energy resources has stabilized – energy carriers are available at acceptable and stabilized prices” – added the head of the Ministry of Climate and Environment.
Moscow stressed that the solution is being thoroughly analyzed, among other things. “in terms of the specificity of the energy market in Poland, its working mechanisms and the current market situation”.
Carbon addition in the 2022/2023 season
Last season a one-off CO2 surcharge of 3 thousand. PLN was payable to households whose main heating source is a solid fuel boiler, fireplace, stove, air heater, kitchen core, kitchen stove, coal-fired stove or solid fuel tile stove – powered by coal, briquettes or pellets at a minimum of 85%. coal.
A condition for receiving the supplement was the registration or notification of the heat source with the Central Register Emissions Buildings.
Households that heated with raw materials other than coal also received supplements – in varying amounts, depending on the heat source.
Inspections for carbon additives have begun. Scammers have nothing to fear
In the meantime, inspections have been underway for several months with regard to the CO2 rights granted in the previous season. The point is to check whether the money has actually been collected by rights holders.
“Some Poles applying for a coal or heating surcharge (the latter for pellets, wood, fuel oil, gas) have already been approached by persons authorized by the municipalities to check whether the data in their declarations to the Central Register of Emissions from Buildings contain truthful information about the number and type of heat sources or fuel combustion sources used and their intended use Municipalities are responsible for such controls.
The possibility of conducting such an inspection is provided for in Art. 2 seconds. 15b of the law of 5 August 2022 on the carbon additive. Environmental interviews should be conducted before the payment of the benefit, if any doubts arise in verifying the statements in the carbon credit application.
