Already at the council of ministers scheduled for tomorrow, Wednesday, July 26, the government may present its new decree designed to protect workers from high temperatures by preparing layoffs for workers in the construction and agriculture sectors in groups including the executive.
The plan, presented as a preview to unions and trade associations by Minister of Labour, Marina Calderone, separates it from the calculation of the projected weeks in the mobile biennial period, providing access to cigo for extreme events in the construction industry and hourly access to cisoa, the layoff fund for farmers with open-ended contracts, for only half a working day. The government’s intention is to take a structural first measure with only 2023 resources: so the 2024 budget law will need to take this into account.

Temperatures above 35 degrees: when to ask for a layoff?
It should be noted that a rule is currently in place allowing the INPS to recognize a dismissal fund (CIGO) to workers who are exempted from doing work because they work in the sun and in temperatures above 35 degrees Celsius. Businesses will also be able to request recognition of economic performance due to “weather events” for “perceived” temperatures that are much higher than real.
The INPS umbrella generally covers all stages of work in paving the road surface, renovating the facades and roofs of buildings, outdoor work that requires protective clothing, as well as work done in places that cannot be protected from the sun or that cannot withstand the use of materials or strong heat.
In addition, INPS recognizes the ordinary layoff fund in all cases where the company safety director orders the suspension of work because he believes there are risks or hazards to the safety and health of employees, including extreme temperatures.
