“Dear user, your Rdc period will expire on August 31. The new Education and Employment Support measure begins September 1. Information and FAQs on Inps and Department of Labor sites”. This is the text of the message received by about 33,000 people who received Citizenship Income today, August 25th. These are not the first; Thousands of identical messages had been sent in recent weeks. Recipients are so-called “employable” recipients who are not covered by social services, i.e. members of the family with a disability, minors, or those who are not over 60 years of age and have reached the seven-month grace period of the subsidy for 2023.
However, there remains the possibility of being taken care of by social services until October 31st and thus continuing to benefit from Citizenship Income after seven months, i.e. until December 2023.
Anyone who no longer has an income and is not followed by social services can apply for Education and Employment Support (Sfl); this is a way to earn 350 euros per month. Let’s see what happens better.
How many citizens are actually losing their basic income?
According to INPS, the total number of families involved in the withholding of Citizenship Income (after seven months of use in 2023) from the end of July to the end of the year will be 229,080. The first 154,507 households were notified at the end of July, while 33,765 households have now been notified. It is estimated that there will be 17,317 people in September, 12,784 people in October, 6,844 people in November and 3,863 people in December in the coming months. But at the end of July, fewer than 159,000 households affected by communication. They are already partially taken care of by the social services and are therefore included in the assistance.
What happens after the text message announcing the stop on the rdc?

To access sfl, it is necessary to follow a precise path:

- Initiate a job activation attempt as specified in the Service Agreement.
Sfl and earned income are compatible. The earnings do not contribute to the determination of the economic benefit, within the maximum limit of 3,000 euros gross per year.
The platform for the new social inclusion and poverty alleviation measures is the Social and Employment Participation Information System (Siisl), which has been in effect since January 2024, which will also make it possible to manage the Participation allowance (Ordinary) measure. It is intended for households with at least one minor or disabled person or person over 60, or a component included in the care and assistance programs of regional social health services.
The platform will be designed not only for those who no longer receive a basic income, but also for those entering the business world for the first time or wanting to reintegrate.
