Decrees related to the 2024 budget law

Many measures, including the tax reduction on thirteenth salaries, were postponed until next year with bills related to the Budget Law. There are 32 of them, 17 of them were mentioned in the Def-Economy and Finance Document in May, but we also know well that they often fall into oblivion. Suffice it to say that less than two of the relevant decrees have been approved in the last fifteen years.

Five of these are currently in Parliament: differentiated autonomy, business incentives, capital competition, promotion of Made in Italy and regulation of the tourist guide profession. All others, including a family package for large families and maternity support in the child’s first years of life, must be submitted by 15 November. Also next in line is the reorganization of local health services and the reorganization of health professions.

Skip tax cut on thirteenth salaries for 2023

The tax deduction for thirteenth salaries has therefore been cancelled, meaning that the 2023 tax deduction will continue to be taxed as usual. There was talk of a 15% replacement rate for incomes up to €35,000, a measure that could be approved next year.

The 2024 budget law will instead include a reduction in the tax wedge, renewal of contracts of public employees and retirement measures. IRPEF deduction is also outside the scope of the measure. In short, the Meloni government chose to disrupt the budget law and postponed many of the promised measures due to lack of resources.
