Maneuver, increase in taxes on cigarettes and tobacco: the new prices

A blow to smokers’ pockets. According to what we read in the budget bill, there will be an increase of around 10 cents per pack for traditional cigarettes and heated tobacco. The budget law intervenes with adjustments to the manufactured tobacco taxation reform system defined in last year’s budget. In particular, it is estimated that a pack of blondes will cost between 10 and 12 euro cents more: the first budget law proposal establishes that taxes will rise from 28.20 euros per 1,000 cigarettes to 29.30 euros in 2024. From 2025, it will go from 28.70 euros per 1,000 cigarettes to 29.50 euros. As for shredded meat, the impact could be greater: around thirty cents per bag, given that the excise tax is set at “140 euros per kilogram until December 31, 2023, 147.50 euros per kilogram from 1 January 2024 and 148.50 euros per kilogram from January 1, 2024”. January 1, 2025.”

The maneuver also intervenes in the taxation of heated tobacco: on the one hand, confirming the expected increases in 2024 and 2025 and, on the other, increasing them by another percentage point in 2026. The impact on consumers is estimated at 10 cents more per package. Finally, a multi-annual taxation logic will also be adopted for electronic cigarettes, with increases of 1% per year for 2025 and 2026 for liquids with and without nicotine.
