Among employees and retirees, there are 35 million Italians who have received or will receive their thirteenth month’s salary as of December 24, 2023. Total 40.7 billion euros. As always, the tax authorities will also “celebrate” and collect 13.2 billion euros through Irpef withholding tax.
The thirteenth is accrued throughout the working year and is paid in proportion to the months worked. Also included are periods of paid absence such as vacation, sickness, accident, maternity leave and severance pay. Overtime is not accrued based on leave or unused vacation pay. For part-time contracts, the thirteenth salary is accrued in proportion to working hours.
Thirteenth payment calendar 2023
In the case of pensions, social benefits and civil disability, the thirteenth month payment date was Friday, December 1. Cash payments at post offices for retirees ended a week ago, on Tuesday, December 5.
The situation is different for private sector employees: The payment date varies depending on how the collective agreement is determined. But the deadline is always Christmas Eve. Regarding the Ccnl (national collective bargaining agreement) of commerce, the thirteenth salary is expected to be paid by December 24, but the employer can bring forward this date. The metal workers’ collective bargaining agreement stipulates that the thirteenth month’s salary will be paid during the Christmas holiday, normally on Christmas Eve. However, the dates on which the thirteenth salary will be paid for state employees are determined in Annex 1 of Legislative Decree No. 350/2001 (details here).
The thirteenth one will come on December 14 for kindergarten and primary school teachers and on December 16 for temporary substitute teaching staff. The payment date for personnel with fixed expense roles in the provincial directorates of the Treasury is December 15. For other public employees, it is December 16.
The cut in the tax wedge for gross annual wages below 35 thousand euros, introduced by the Draghi government and approved by the Meloni-led executive for next year, has a limited impact of 2 percentage points on the thirteenth. if the thirteenth monthly payment does not exceed 2,692 euros, if the additional monthly payment is less than 1,923 euros, it increases by 3 percentage points. Finally, of the 35 million income earners, 16.1 million are retired and 18.9 million are employees.
How to calculate the thirteenth
The exact amount of the thirteenth salary never corresponds to the monthly salary because it is taxed differently by deducting social security and tax contributions. The standard calculation formula multiplies the gross monthly salary by the months worked and divides the result by 12.
What about the fourteenth?
Nearly 8 million employees in the private sector benefit from the 14th salary in addition to their 13th salary. The same payment is made in July. The main national labor contracts providing this additional monthly salary are: agriculture, food, road transport, trade/tourism and cleaning/multi-service sector. The fourteenth is also owed to pensioners who do not benefit from social benefits such as civil disabled people, social benefits, INAIL income and non-INPS treatments.
