The government is not even considering granting further exemptions to single-family buildings (which would be excluded from the bonus) or reconsidering the possibility of applying for credit transfers or bill reductions.

A limited extension hypothesis for those who did not complete the study

So why are we talking about a new extension? In essence, the hypothesis being studied would primarily target condominium properties that submitted the decision to start work by the end of last year and were allowed to receive a 110% discount. Nearly 20 thousand companies will not be able to complete construction by the end of 2023. For residences benefiting from the project, there is a risk of having to pay for part of the work, as the reimbursement drops to 70% from January. The hypothesis that has been persistently talked about for the last few hours is that an extraordinary “work progress status” will be given at the end of the year to certify the work done in 2023 with a 110 percent downtime guarantee.

Although the details of the provision are not known, it is reasonable to assume that the extension will only be triggered under certain circumstances and for those who have already progressed the business well. Initially, the government had closed the possibility of an extension for another 2 months to allow the “latecomers” to complete the work, but now the possibility of a compromise (not too costly for the public finances) is becoming increasingly concrete.

What Senator Liris said

“These days, but above all these last hours, have been a moment of discussion with the government, with all the ministries, but above all with the MEF,” said FDI senator Guido Liris. “We have discussed the issue of Superbonus several times. The hypothesis that I immediately worked on was the hypothesis of extraordinary Raft, which meets the limits set by Mef, without extensions and burdens in 2024. It may be appropriate and let’s light the light by setting the Limit to December 31,” the rapporteur added to the maneuver. “And this can be done by the end of the year, not necessarily in Milleproroghe, which could create difficulties. There is a hypothesis of a temporary provision, a government decree law”.

The senator said, “Extraordinary Raft or maximizing the work may be one of the solutions. There is definitely an initiative in this direction regarding condominium ownership, let’s look at the rest.” We are therefore talking about a temporary decree, because if the measure had been included in the Milleproroghe it would have appeared prematurely. However, the possibility of making changes to the budget law seems to be excluded.
