What’s next for KPO? New statement from the ministry

The Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, announced that she would be in Brussels this month to discuss the first payment application from the National Reconstruction Plan and stated that her goal is to have the money from this application leave Poland reach at the beginning of April.

“In January I will visit Brussels. I will be there to talk about the KPO’s first payment application. My goal is for the money from this application to reach Poland in early April,” said Pełczyńska-Nałęcz, quoted on the ministry’s profile on platform X (formerly Twitter).

On December 22, the minister announced that she had sent the first application for payment of the KPO to the European Commission. As she announced, thanks to these funds – totaling over Złoty 31 billion – almost 1 million households will have access to broadband internet; These funds will also be allocated, among other things, to: for thermal modernization PLN 115,000 housing, new shelters in daycare centers and children’s clubs, legal facilities for companies, increasing innovation and digitalization of enterprises, increasing road safety and the development of social economy entities.

Funds from KPO

The value of the first application to the EC amounts to 6.9 billion euros (over 31 billion PLN), of which almost 2.8 billion euros (12.4 billion PLN) from the subsidy part and almost 4.2 billion euros (18 .7 billion PLN) from the loan part. billion). As the ministry reported in December, the European Commission now has approximately 2.5 months to assess the submitted application. The procedure for issuing opinions by the Commission committees will take approximately one month. The disbursement of the funds from the first payment request is expected in April 2024.

The minister also announced that in 2024, her ministry plans to submit two more applications for KPO funds in two time windows. This means that the second and third applications will be submitted in the first half of 2024, and the fourth and fifth applications in the second half.

KPO is a program from which Poland will receive EUR 59.8 billion (PLN 268 billion), of which EUR 25.3 billion (PLN 113.3 billion) in the form of grants and EUR 34.5 billion (PLN 154.8 billion) in the form of preferential loans. The majority of these resources will be invested in the form of financial instruments, which will allow the implementation of projects after 2026, even for the next 30 years.
