2024 will be a slightly “weaker” year for people who have difficulty doing work at home and hope to benefit from the advantages of construction. The maneuver recently launched by the Meloni government, with some confirmations, provides for the tightening of aid, which has dropped from 90% to 70%, starting from the Superbonus. All the news regarding the aid and development privileges that can be benefited from in the new year are listed below.

2024 marks a turning point for one of the main incentives in the Italian construction industry: the Super Bonus, which encourages energy retrofit and seismic risk reduction interventions, is increasing from a dual version of 110% and 90% to a rate of 70% reserved exclusively for apartments.
However, for those who have already undertaken certified work (until December 2023), the 110% discount will be retained for both those who opt for the discount on the invoice and the credit transfer. A special decree issued by the government shortly before the maneuver preserves the work already undertaken, taking into account less wealthy families: for Superbonus beneficiaries with an ISEE of less than 15 thousand euros, reaching 60% by December 31, 2023. As a result of the studies, the Poverty Fund will compensate for the difference between the 70% aid provided as of January 1 and the 110%. The deadline is set for October 31 next year.
However, there is a definitive pause for the so-called villa bonus, with the last extension period granted to those who carry out at least 30% of the total intervention by September 30, 2022 ending on December 31, without any renewal. It is foreseen.
Ecobonus remains at 50%
However, this year a 50% discount on expenses up to 60 thousand euros for the replacement of fixtures, doors, solar shading and biomass boilers has been approved once again. The relief provided by Ecobonus in condominium residences is 70%, and the maximum cost for thermal insulation of opaque common areas is 40 thousand Euros, with a cost of over 25%. The discount is valid for the entire year 2024, provided that the construction permit application is made by February 16, 2023.
Spending on furniture bonus drops
The furniture bonus has been reaffirmed, but with a restriction, the maximum deductible expense varies between 8 thousand and 5 thousand euros in 2024. The benefit relates to the purchase of furniture and major appliances in connection with extraordinary maintenance or renovation work. It is possible to benefit from a 50% Irpef discount. Those who purchase new furniture and home appliances until December 31, 2024 and those who have renovated buildings as of January 1 of the year before the purchase of the goods can benefit.
Renewal bonus
The Restructuring premium will also be valid in 2024 at 50 percent. This was structured by Decree Law No. 201/2001 to 36% with an expenditure ceiling of 48,000 Euros, but was extended from year to year to 50% with a ceiling set at 96,000 Euros.
Seismabonus extended
The fund for anti-seismic safety expenses was also expanded, but with a small cut. Thanks to Sismabonus, it is possible to get a 50% discount for a maximum expenditure of 96,000 Euros per real estate unit. If a 1st or 2nd class reduction in seismic risk is achieved through reconstruction interventions, the discount can go up to 70% or 80%. However, the latest Superbonus decree introduced a limitation: access to the Superbonus benefit can actually only be accepted if a request for a housing permit for construction works is submitted before the provision comes into force.
Limitations on the architectural barrier bonus
The architectural barrier bonus is limited to 75%: the benefit will only concern certain interventions, such as the installation and modification of stairs, ramps and similar accessibility devices. The pool of potential beneficiaries is also narrowing: access to credit transfer and bill reduction is limited to certain situations, such as apartments, people with incomes up to 15 thousand euros and people with disabilities. However, the restrictions do not apply to expenses incurred before December 30, 2023, provided qualification or a binding agreement is requested and a deposit is paid.
