The ministry also announced that the debt of the Ministry of Finance amounted to PLN 1,309,350.8 million at the end of November 2023. On a monthly basis this is an increase of 1 percent and by 5.7 percent since the beginning of the year.

According to the ministry’s announcement, the increase in debt in November 2023 was mainly due to:

• net financing needs of the state budget (+PLN 14 billion), including the state budget deficit of PLN 6.2 billion, management of European funds (+PLN 8.6 billion) and consolidation of liquidity management (-PLN 0.4 billion ),

• increasing the balance of resources in the budget accounts (+PLN 5.6 billion),

• transfer of government bonds under laws other than the Public Finance Act (+PLN 0.1 billion),

• changes in the remaining debt of the Ministry of Finance (+PLN 0.3 billion), including a decrease in deposits of public financial sector entities (-PLN 2.7 billion), an increase in deposits of public entities ( +PLN3.1 billion) as part of the consolidation liquidity management,

• exchange rate differences (-PLN 7.4 billion) – strengthening of the Polish zloty (PLN) against the euro (EUR) by 2.2%, against the dollar (USD) by 4.5%, against the Chinese yuan (CNY) by 2.1 percent and against the Japanese yen (JPY) by 2.4 percent.
