CPK invalidates the controversial tender. “Without reason given”

CPK has canceled the first tender for an audit in the context of verification and assessment of timetables for the airport and railway components.

“In order to ensure the highest quality of the audit, including verification and assessment of the Centralny Port Komunikacyjny company’s timetables for the airport and railway components (in terms of the so-called Y railway lines), the client has decided to cancel the audit the tender procedure in this matter without stating reasons,” we read on Wednesday evening in the announcement published on the CPK website.

A controversial tender

The first audit would be carried out by a consortium of HMJ, Projekt Plus and TECH-TOR. It was the company that submitted the most advantageous bid and valued its services at PLN 387,450. It was the lowest bid of the three submitted in the tender. An internet storm erupted as aviation experts began raising the alarm over the fact that ‘bush companies’ had been selected.

According to the announcement of the Prime Minister’s Plenipotentiary for the Central Communications Port, Maciej Lasek, the audit related to the construction of the airport and the high-speed line should be completed by mid-2024 and then submitted to the government, which will make the final decision on its future of the CPK.

Construction of the CPK. What will Tusk’s government do?

On February 13, during the meeting of the Cabinet Council, Prime Minister Donald Tusk, referring to the investment of at least PLN 155 billion planned by the previous government in the construction of the Central Communications Port, stated that his cabinet “will promote the development of communications, aviation and rail infrastructure.”

President Andrzej Duda, in turn, stated that for him the “most important issue” is that projects like the CPK are implemented.

Not just the airport

The Central Communication Port is a transfer hub between Warsaw and Łódź that will integrate air, rail and road transport. As part of this project, a new airport will be built 37 km west of Warsaw, in an area of ​​approximately 3,000 inhabitants hectares, which in the first phase will be able to serve 40 million passengers per year.

The CPK also includes railway investments: a junction in the immediate vicinity of the airport and connections throughout the country, allowing travel between Warsaw and the largest Polish cities in no longer than 2.5 hours.

CPK is 100 percent owned by the Ministry of Finance. It is considered a strategic company from the point of view of the country’s interests.
