The Business Insider publication fully confirms what the Confederation has been warning about for more than a year, says Krzysztof Bosak. It’s about the terrible costs of EPBD.
– We have the voices of experts who absolutely confirm what we have been saying since the beginning of last year. We were the first in Poland to warn about the huge increase in the costs of both the construction of new apartments and houses and the operation of existing buildings in Poland, Krzysztof Bosak said at the Confederation press conference.
This is about the EU Construction Directive (EPBD), which will generate huge costs associated with forced renovations as part of the so-called fight for the climate. The Confederation has been sounding the alarm on this issue for more than a year, pointing out, among other things, that EPBD will lead to increases in apartment prices and drastic increases in rental prices and other fees, meaning that many Poles will not be able to to maintain the house. That is why the Confederation calls the EPBD the “expropriation directive”.
– We are talking about both public and private buildings resulting from the European Union Construction Directive. We have pointed out that this directive could have the effect of restricting property rights, that it could even lead to expropriation, because people will not be able to bear the burden of the obligations that the Eurocrats owe to Poland, to Polish institutions, impose on Polish citizens. local governments – he said.
The expert confirms the Confederation’s concerns
Bosak cited a publication on the Business Insider website that confirmed the Confederation’s warning. An interview with an expert from Admus, Mariusz Łubiński, was published there. – Well, in an interview, a man from the real estate management sector, from Admus, Mr. Mariusz Łubiński, says that the concerns expressed by politicians, including Confederation, it is absolutely not exaggerated that what the European Union needs can result multi-million costs for individual residential communities, tripling of renovation fund fees and costs for one apartment reaching several thousand zlotys – Bosak warned.
The politician recalled that some requirements may not be met at all. – For example when it comes to the number of parking spaces built for charging cars. Firstly, because there are often no parking spaces, secondly, because buildings in Poland have certain power allocations and the construction of even a dozen places for charging electric cars can run out the power limit for the entire building, often with hundreds of parking spaces next to it – he added to.
– This is yet another proof that what we are talking about, i.e. that the transition to 100% electrification is currently completely impossible, and that the final transition would require a deep modernization of the energy system and a significant increase in the energy generated. is currently missing from this system. Switching to heat pumps also seems unrealistic. Suffice to say, in many places there simply isn’t room for these heat pumps on this scale. They have to be installed somewhere. In addition, central heating systems are not adapted to heat pumps – explained the MP of the Confederation.
Bosak warns: Poland must bear the costs and Eurocrats will arrange the costs
Bosak emphasized that new guidelines from the European Commission have yet to be presented to the EPBD, which will also determine how it will be implemented. – For example, will we be able to stick to gas heating and pay any fines for it, such as those provided for in the ETS-2 system, or will we have to completely give up heating our homes and buildings with gas? – paid attention.
– For example, the increase of the renovation fund for a single apartment from the current amount of, for example, PLN 100 per month for an apartment of 50 m2 could amount to PLN 300 per month.. Again, this is not my calculation, but that of an expert from Admus, published today by Business Insider. This may result in additional costs of up to PLN 2,400 per apartment. And these are careful calculations, he said.
– Please note that there are no costs yet associated with the thermal modernization of individual apartments. This only concerns changing heat sources and modernizing common areas, for example roofs, on which the European Union wants to install photovoltaics, regardless of the exposure of a particular roof, whether it is visible or covered, has the right location and whether there is room. for this photovoltaic energy, whether it is not there, or whether the structure of this roof has been adapted to support this photovoltaic energy. Eurocrats don’t care about any of this, the MP said.
– These costs must be borne by the Poles, these costs must be borne by the Polish people, but they will simply hold us to account. Let me remind you that this is the Construction Directive that was finally adopted by the European Union on April 24, 2024, which we were the only ones to warn about in ’23, and we have warned about the entire European Green Deal and the European Union’s climate policy has been going on for more than twelve years and so far other political parties have not wanted to listen to it. Therefore, we believe that they do not have any credibility in representing Poland’s interests in the European Union – said Bosak.
Urbaniak: The political class does not represent the interests of Poland
Later in the Confederation Michał Urbaniak spoke. – The current political class that represents Poland in the European Union is not a class that represents Polish interests. It is not a class that represents the interests of ordinary Poles. People like Róża Gräfin von Thun und Hohenstein are not people who represent the interests of ordinary Poles, because, among other things, she voted. behind these solutions regarding EPBD, it was she who supported them and people like them, i.e. representatives who acted in the name of big companies, the Brussels bureaucracy or foreign capital, and not in the name of the interests of Poland – said the former. – The EPBD Directive will lead to poverty and insolvency for many Polish families, which – perhaps more modestly, perhaps more slowly, but in itself and in a predictable way, also in terms of time – could implement such thermal modernizations in the future, and not arbitrarily. Once again the Poles are being treated rudely, he said.
Anyone who does not have money for mandatory renovation will pay a fine?
The politician drew attention to the stories told to Poles that someone else would pay for the forced renovations. – Poles are also told that nothing bad is happening, because Poles have received money for thermal modernization so many times. For example, Anna Górska, a senator from the Razem party, says that Poland has already received money for modernization, so what bad things can happen? Well, this directive is different in the sense that no one provides additional budgets for Poland to pay for renovations. And if they don’t renovate, fines will follow. This is gross treatment of people, he explained.
– An example of a small residential community, approximately 300 apartments. It’s not a big community. In such a community, the cost of replacing a heating source is several million zlotys. For each apartment several thousand zlotys that one family has to pay once. So where from? A high-interest loan or save for a few years and take something from your children? These will often be such choices for many Polish families, Urbaniak emphasizes.
