EU countries have reached an agreement on the 2025 budget. According to the Ministry of Finance, resources for Polish priorities have been increased.
“On November 16, 2024, during the night hours, constructive but tough negotiations between the EU Council and the European Parliament on the EU budget for 2025 ended,” we read in a statement from the Ministry of Finance.
“In the end, we managed to increase resources for Polish priorities, i.e. border protection, support for migrants, military transport links and EU humanitarian aid, including for Ukraine and Moldova. Participants in the negotiations have also approved additional funds for reconstruction after the recent natural disasters that hit EU countries” – emphasizes the ministry.
According to the European Commission and Polish negotiators, the 2025 EU budget will ensure a balance between the implementation of existing and new challenges facing the entire EU.

– The outcome of the negotiations is important for the most important expenditures from the Polish perspective, especially the cohesion policy, which includes the financing of post-flood needs of areas. We secured our demands 100 percent, which is rarely possible during negotiations. This success confirms Poland’s strong position in Europe, said Paweł Karbownik, Deputy Minister of Finance, at the conclusion of the negotiations.
Funding will be provided both for projects from the final programming period 2014-2020 and especially to accelerate the implementation of projects from operational programs for the 2021-2027 financial framework.
– We are very pleased to be able to provide funds to support border protection and military transport links, as well as humanitarian assistance to Ukraine. We believe that supporting the countries that form the EU’s external border ensures the security of all Europeans. We are also pleased that the repayment of the Next Generation EU loans will not be at the expense of existing EU programs – said the Deputy Head of the Ministry of Finance.
EU budget for 2025: €199 billion in commitments and €155 billion in payments
The obligations for next year amount to more than 199 billion euros. This is an increase of almost 4 billion euros compared to 2024. It is expected that payment transactions will amount to more than 155 billion euros and will increase by approximately 5.5 billion euros compared to 2024.
The agreement reached will be confirmed by the EU Council and the European Parliament in the next two weeks.
