HBO Max just released a behind-the-scenes video of Batman showing how visual effects artists created Gotham City using new technology.

Producer Dylan Clark sees Gotham as the character of the film, and in order to liven up the city and avoid scenes with glitchy visual effects, the film crew used LED sound to show images of Gotham as the actors performed.
