How the government is formed: from consultations to trust, the steps

Everything is ready at Quirinale for consultations which should start on the 19th or 20th of October. The President of the Republic, Sergio Mattarella, will receive the parliamentary groups – which should be five, with the center-right coalition united – in the Vetrata study. The moment is being defined little by little, although everything depends on the election of the presidents of the Chamber and Senate and then the parliamentary benches.

In Montecitorio and Palazzo Madama the assemblies of the individual groups will be able to meet between Monday 17 October and Tuesday 18, completing the first step that leads precisely to the talks of the head of state for the formation of the government. At this point Mattarella could take a day of reflection and summon Giorgia Meloni on the 21st or 22nd of October to give him the job, which the FDI leader should accept with reserve. A non-accidental date, it is explained, and linked to Mario Draghi’s mission to Brussels for the European Council. With this calendar, in fact, the current prime minister would face the summit in the fullness of his powers.

Having received the assignment of Colle’s tenant, Meloni could start his own conversations that were to be held in Montecitorio. At this point, the likely date for the release of the reserve could be October 23 or 24. However, it should be remembered that on Sunday the head of state will be in Sant’Egidio in the afternoon for the peace conference with French President Emmanuel Macron, who will be received for lunch at the Quirinale the next day. It is therefore plausible that the list of ministers will be delivered directly on the 24th of October in the afternoon with the new government ready to take office between the 25th and 26th.

On the same day, it will be the turn of the traditional Bell ceremony to seal the handover of power between the Draghi government and the Meloni government. It is a symbolic rite to hand over the instrument with which the meetings of the Council of Ministers begin and which formally marks the transfer of power between the outgoing and incoming Prime Minister. The new executive is, therefore, in the fullness of his powers. After the alternation between the two presidents, the newly elected presents himself to the House and Senate to verify the confidence of Parliament. This passage is regulated by article 94 of the Constitution as follows: “The Government must have the confidence of both Houses. The motion of censure must be signed by at least one-tenth of the members of the House and cannot be questioned before three days your presentation”.
