In the preliminary draft of the Aid dl trimester prepared by the Meloni government, there are thirteen articles, ranging from the extension of aid to deal with expensive energy to exercises to unblock the law, from the modification of the superbonus to the increase in the ceiling on cash, which goes from a thousand to 5 thousand euros. The reduction of the excise tax on fuel is extended until December 31, while the deduction for the superbonus drops to 90% and is subject to a series of conditions. In addition, companies will be able to pay electricity and gas bills in up to 48 interest-bearing installments that cannot exceed BTP’s income.

In particular, the Superbonus scissor kick has arrived. In 2023, the maximum deduction on renovations will not be more than 110%, but 90%. It also applies to dwellings (as the main residence), but only if the owner’s income is less than 15,000 euros per year and variable based on an ad hoc constructed family quotient. The rule is still being evaluated, and for housing, the concession can only be extended until March 31.

The premiums of companies excluded from taxation amount to 3,000 euros, compared to the 600 euros currently required by law. Additional employee benefits do not contribute to the formation of income for payment of domestic users of the integrated water, electricity and natural gas service within the limit. Finally, new concessions are planned for the cultivation of hydrocarbons “in maritime areas located between 9 and 12 miles from the coastline and the external perimeter of marine and coastal protected areas”. The new concessions can be granted “limited to sites with potential for gas exploration for a determined amount of reserve exceeding a threshold of 500 million cubic meters of cubic meters”. This is the so-called ‘unlock exercises’ rule for dealing with expensive energy.
