Government, money for families. Increased single allowance for larger households

There is a new budget bill that will be presented to Parliament tomorrow. Firstly, it has now passed 155 articles, with many of the first texts already filled in. And even though the Ministry of Economy was quick to deny that the article is definitive, some measures are absolutely in line with the Meloni line that provides for aid to families. Thus, from January 1, 2023, for each child under one year old, the amounts of the single allowance are increased by fifty percent.

The increase is also recognized for households with three or more children for each child aged between one and three years but with a ceiling: the ISEE level cannot exceed 40 thousand euros. A ceiling representing a substantial capital limit.

There is also exemption from the IMU for owners of occupied buildings who have filed a regular complaint. The taxable person must communicate to the interested Municipality, by telematic means to be established by ordinance of the Ministry of Economy to be issued within sixty days from the entry into force of the device, after hearing the State and Municipal Autonomous Conference, the possession of the requirements that give right to exemption.

It defined some rules that, in the first draft, had only the title of “parental leave”, but which had been announced by the Prime Minister at the presentation press conference, providing for an extra month of leave for working mothers. It is “increased for working mothers, for a maximum duration of one month until the child’s sixth year of life, up to a limit of 80 percent of salary” – reads in article 66 of the bill – and “the The first sentence of this number applies to workers who end the period of maternity leave referred to in Chapter III of the Legislative Decree of March 26, 2001, n. 151, as of January 1, 2023”.

On the issue of social security, still in the text in circulation, in article 56 entitled “Women’s Option”, there is the hypothesis of leaving age linked to the number of children. The age reduction linked to the presence of children was also extended to dismissed workers or employees of companies for which there is an active discussion board for business crisis management. But this chapter would still be under evaluation between the parties.

There is also a booster for Tav. Until 2029, a total of 750 million euros have been allocated “to allow access to the European Union’s contributions for the following railway works concerning the national access sections to the Turin-Lyon base tunnel: The Turin belt and the connection with the priority works the Turin-Lyon connection; Upgrading of the historic Turin-Modane line, Bussoleno-Avigliana section».

Money also for prisons, 600 million by 2027, to ensure the structural and plant adequacy of the buildings used as judicial offices, also with regard to fire regulation, and to finance interventions aimed at energy efficiency and seismic vulnerability analysis of said buildings , as well as for the expansion and construction of new judicial citadels and archival centers in the national territory and for the acquisition of State heritage assets, intended for judicial functions.

The local public transport fund will receive 200 million for 2023 and the same for 2024. They will serve to compensate for the reduction in fare revenues for passengers suffered, in the period from January 1, 2021 to March 31, 2022, and consequent limitations at maximum capacity for Covid. As for the indications of coverage, the extra profit rule is still missing, which should rise to 35% with the change in the tax base from turnover to profits. Instead, a new tax on insurance appears, the second foreseen in the Budget Law. The tax on life insurance provisions introduced in 2002, currently at 0.45%, will be increased to 0.50%, probably guaranteeing a few hundred million collections on hand.
