Maneuver, minimum pensions at 600 euros thanks to the tightening of incomes

Closed game – at least on a political level – on the increase to 600 euros in the minimum pensions for people over 75. As well as on the extension until December 31st of the Cilas for the 110% superbonus and on the “sports savings” measure, which will allow sports clubs to settle taxes in 60 installments with an increase of 3%. Negotiation on the maneuver continues and examination of the amendments reported by the groups continued in the House Budget Committee – between rejection and provisions – throughout yesterday. The government presented an initial package of proposals on local authorities and taxation. But the bulk of the changes should arrive this morning and also tonight – in the evening – the Minister of Economy, Giancarlo Giorgetti, will illustrate all the novelties that are intended to be introduced.

Meanwhile, the time for the budget law to reach the Chamber of Deputies seems to be lengthening. The postponement of at least 24 hours of the session scheduled for Tuesday morning in Montecitorio is considered probable, if not certain. The social security measure will consist of a government amendment, those of Cilas and sports savings in two amendments of the rapporteurs, a “photocopy” of the guidelines of the quater decree of Aid received yesterday in the Senate. Among the amendments delivered yesterday by the Government to the commission is one that alters the taxation of extra profits and reduces the perimeter of companies obliged to pay the tax. Overall, the changes will cost around 20.1 million euros in 2023. In particular, companies whose share of turnover relative to the activity code subject to the measure is lower than the % of total turnover are excluded from the payment at 75”. 🇧🇷 According to the Government, this exclusion would result in lower revenue estimated at around 18.2 million euros for the year 2023. The package also includes measures to postpone for three months, from 1 January to 31 March, the excerpt from folders up to 1,000 euros provided for in the initial text of the Budget Law and a bonus equal to 50% of VAT for those who buy energy class A or B apartments until December 31, 2023 “sold by their builders”. Among the changes also the transfer to Sogei of the Revenue Agency of the management of IT systems for billing services and the exemption from the IMU for all Accademia dei Lincei buildings. The tax credit for investments in the South has been extended by one year, through the end of 2023. It remains unclear when the commission will begin voting on these amendments and the ones that will be tabled today. For the time being, the Bureau has set the deadline for submitting sub-amendments at 12 noon today.

Luca Ciriani, Minister of Relations with Parliament, does not rule out a new change in the citizen’s income: the limit of 8 months for granting the subsidy, provided for in the text of the maneuver, could be reduced to 7 months. A measure that, according to the government official, could release resources of 200 million euros, useful for financing other items. Many of the requests made by the ministries – there are 68 – will not be accepted. Instead, they should pass those on to hiring officials in some ministries and in the police forces.
