More than the last, now is «Lazio-minute»: the appointments in the Cesarini area in the Cesari region. Armchairs and sofas for year-end sales in which the electoral battle for the conquest of Pisana, which ended yesterday, did not make discounts. Not for its legitimacy, but for the opportunity to cover the empty boxes on regional organizational charts just months after the vote. From Asl to Asp, from Arsial to Cotral, from Ater to Nue, the allocation of each cadrega or folding chair in the upper echelons ended up igniting the political debate.
«Over the years, the Zingaretti board has created up to 23 general directorates (22 regional directors and 1 general director), increasing them by more than 25% (compared to 16 in the past), with an obvious waste of public resources. I believe that an immediate reorganization of the offices is necessary to give greater incisiveness to the action of the regional government and reduce costs», repeated Francesco Rocca, center-right candidate for the presidency of the region, throughout his electoral campaign. A coalition that has repeatedly called for the resignation of health councilor Alessio D’Amato, again as a matter of political convenience after his centre-left candidacy for governor. But the commissioner has always rejected the accusation of non-institutional use of his role for the benefit of the electoral campaign, which ended yesterday at Garbatella together with his political sponsors (even the most controversial among them, such as Carlo Calenda and Angelo Bonelli ) and the mayor of Rome , Roberto Gualtieri.
But the dispute over the armchair factory reached the most strategic nodes in the Region. Like the “appointment for three years of two general managers: the first for the NUE (single emergency number) and the second for economic planning”, denounced Rocca. Two entries that followed the deployment of an entire formation: 11 jerseys given away at the end of 2022 by the Region. «Yes, in the month of December alone, the Region appointed 11 managers – quantifies the regional councilor Laura Corrotti (FdI) – in the areas of Planning and Inspection, Commerce and Handicrafts, Coordination of Permits, Economic Treatment, Territory Planning, Landscaping Permits, Production Agriculture, Controls and Purchasing, Planning and Tenders, Information Systems and Accounting».
In early 2023, however, a dual role was assigned to the head of the Cabinet of the President of the Region, also appointed as the new “Commissioner of the Lazio Regional Agency for Development and Innovation in Agriculture (Arsial)”. A task that “will be completed by the ninetieth day after the Regional Council takes office”, says the decree signed by the vicar-president, Daniele Leodori. The same who, last December, had to interrupt the meetings for the appointment of the presidents of the Egatos after the controversy over the election of the regional councilor Mauro Buschini (PD) as head of the waste management body of the province of Frosinone with a salary of eight thousand euros a month. The other appointments that had been announced, from the president of the regional council, Marco Vincenzi (Pd) onwards, were later put on hold by Leodori himself “to rid the Egatos constitution of electoral discussion”.
But the conflict over managerial positions has shifted to local health officials. After granting a 2-year extension to ASL Roma 5 director general Giorgio Giulio Santonocito and Maria Paola Corradi, head of Ares 118, the Region has appointed three vicars: Roberta Volpini in ASL Roma 1, Antonella Proietti in Viterbo and Anna Petti in Rieti. At ASL Latina, however, there was controversy over the simultaneous renewal of 13 contracts for the company’s department heads. The controversy then also touched the Ater in Rome, where the Region made Eriprando Guerritore move from the chair of president of the social housing society to extraordinary commissioner. But also at Asp Tuscia, with the appointment to the board of directors of 2 councilors from Zingar (Angelo Cappelli, former mayor of Capranica and Alessandro Ferretti, head of institutional relations at the company Lazio Crea) and at Cotral (with the “promotion” of the head of organization of Circolo Pd Cotral, Maurizio Coddetta).
