“I hope that all citizens of Lombardy and Lazio will vote and that this percentage will approach one hundred. Low turnout is bad in itself, and also because of the consequences it causes. Within me I have a very clear concept that a democracy is such if the majority of citizens go to vote. If it was less than 50% of the vote, which I absolutely don’t think will happen, are we really a democracy?” asks the former prime minister who, when asked why people won’t vote, replies: “I can’t say, the world is full of idiots”, concludes Berlusconi
