The projects of the government of Gustavo Petro for the Caribbean

This week, the National Development Plan 2022-2026 “Colombia, World Power of Life”, from the government of President Gustavo Petro, was submitted, whose $1,154.8 billion multiannual investment plan includes investment programs and projects for the Caribbean “Will be implemented to meet the PND’s objectives and generate greater economic and social development.”

Atlantic Ocean

Among the strategic projects for the Atlantic Ocean, the executive envisages the development of integrated management and planning projects around the Magdalena River to combat the effects of climate change on the surrounding population (which it shares with Bolívar); maintenance dredging of the access channel to the port of Barranquilla; structuring and awarding the rail link between Buenaventura and the Central Railway Corridor from La Dorada, Caldas to Santa Marta (which also passes through Bolívar, Magdalena and Cesar); the modernization of Ernesto Cortissoz Airport; the works to make the Magdalena River navigable again (a project also investing for Bolívar and Magdalena); the program for the restoration and conservation of wetland ecosystems in the department and the Ciénaga de Mallorquín; and the restoration of degraded ecosystems of the Canal del Dique.

Bolivar

In Bolívar, the construction of the Caribbean Regional Train (in which the investments also converge for Sucre) stands out; the development of a nature tourism program that includes the construction of infrastructure with sustainability criteria for the Montes de María region; maintenance dredging of the access channel to the port of Cartagena; the comprehensive intervention in the region of La Mojana (with investments also for Córdoba and Sucre); the educational complex in the south of the Bolívar department; construction of new taxiways, expansion of the passenger terminal, commercial apron and international terminal of Rafael Núñez Airport; and the deforestation management strategy and implementation of the forest development and bioeconomy cores of Paramillo, Catatumbo, Serranía de San Lucas and Pacífico (shared with Córdoba).

To hold up

For Cesar, the conservation program with payments for environmental services and agreements for the conservation of the biodiversity of the Serranía del Perijá is being considered; the construction of dual carriageways (Valledupar – San Roque – Curumaní) and (Valledupar – Cuestecitas – Maicao); the improvement of the Ocaña – Aguachica – Gamarra corridor; the protection of the ecosystems of the Ciénaga de Zapatosa, the Guatapurí River and the other bodies of water in the department; the special logistics area of ​​the Logistics Platform (Bosconia) where the Ruta del Sol Section 3 and the railway meet; the rehabilitation and improvement of the Valledupar-San Juan del Cesar section; and the Cesar Life Corridor (comprehensive transformation of the Cesar Mining Corridor.

Cordoba

For Córdoba, it is proposed to invest in aqueduct and sewerage infrastructure in the municipalities of the Gulf of Morrosquillo; the conservation program for the rivers Sinú, San Jorge, Canalete and Caño Bugre; the strategy to contain deforestation and protect ecosystems in the Serranía de Abibe, Nudo de Paramillo; and SENA’s headquarters in Ciénaga de Oro.

La Guajira

In La Guajira, they consider the irrigation district of the Ranchería river dam; the drinking water supply plan for La Guajira ‘Wüin Üles’; the rehabilitation and improvement of the San Juan del Cesar – Maicao corridor; the rehabilitation and improvement of the Valledupar-San Juan del Cesar section; strengthening the plan for economic and social development in the border areas; and kitchens for peace.

Construction of the Santa Marta aqueduct system is planned for Magdalena; the protection, use and sustainable management of wetland ecosystems and the Chilloa Swamp; the implementation of actions to restore and preserve the marshes and wetlands along the banks of the rivers Cesar, Magdalena and Bolívar; restoring and preserving strategic areas for water supply; the construction of a dual carriageway of the Ciénaga-Barranquilla corridor; the extension of the runway and revolving platforms, and extension of the apron and construction of a new passenger terminal at Simón Bolívar Airport; and the conservation and sustainable use of the Ciénaga Grande de Santa Marta.

Sugar

In Sucre, the restoration of marshes resulting from the exploitation of mines is included; the gastronomy headquarters and hotel SENA in the Gulf of Morrosquillo; the construction of city passes between Corozal and Sampués; Tolu airport; the Corozal wastewater treatment system; the educational complex La Mojana and the Hospital de Coveñas.

Saint Andrew

The circular economy is a priority in the archipelago of San Andrés and Providencia: treatment and use of materials in the production sectors (manufacturing, food and tourism); the modernization of Gustavo Rojas Pinilla airport; recovery after a disaster.
