The president of Confindustria agrees with Giorgia Meloni about the Pnrr. The errors that are in the Plan are certainly not the result of this government, but those that preceded it. And in particular that of Giuseppe Conte. “In the Pnrr, a series of interventions were made indiscriminately and resources were not concentrated on projects that really served the country, a country that, among other things, does not have a positive track record in the construction of public works – he explained talking to Skytg24 Live in Naples – This is a country that has little memory, if we go back in time and think of the Conte government, when the implementation of the Pnrr was discussed, Confindustria was very critical because it did not see in it planning the materialization of the very spirit of the plan, a tool to get the economy out of the pandemic crisis”.
Bonomi also recalls that Confindustria had asked Mario Draghi’s executive to reformulate the Plan. «We declared it when the presentation of the project was already being discussed and we asked for it, even attracting some arrows from some ministers. But it became clear that there was a problem and action had to be taken, but action had to be taken immediately. I am afraid that if the Commission, as it has said, does not want to miss the natural term of the plan, we will have great difficulties until 2026″. “We are facing a crossroads – added Bonomi – and we must be intellectually honest: choose those projects that are essential for the country and generate potential GDP, because remember that this year everyone says we are going to grow between 0.4 and 0.8 and it is not a growth that excites us.” “Let us remember, however – he concluded – that it is not free money , it is a debt that an 18-year-old who has not yet been born will pay the last installment. We are aggravating the new generations with a large debt».
Meanwhile, the Government is working on a decree on the Pnrr to be taken to the next Council of Ministers. And Finance chief Giancarlo Giorgetti, speaking at the Ambrosetti Forum in Cernobbio, anticipates some of the measures he may hold back. «A measure is being evaluated to improve the organization of the Public Administration structure for the Pnrr. The guarantees, on the contrary, are being studied by the MEF: it is a proposal that we would also like to bring to Europe to help improve the system that allows companies, especially those that deal with large infrastructure projects, to have a more “ friendly”, and having the possibility, at least, to start with the work, otherwise today it becomes complicated».
As for the Pnrr, Giorgetti guarantees that it is “a government priority. However, I agree with the need to carry out an analysis that allows for an accurate view of the overall viability of the planned interventions to improve, as far as possible, the most problematic aspects and, if necessary, revise the initial plans. For me it is not a new position, already expressed in my capacity as Minister of Economic Development». I observe today – he concluded – polemics that make no sense. Compared to the initial scenario, there was the outbreak of a war in the heart of Europe with repercussions on the matter. And if we really want to find a reason for the difficulty in implementing the Pnrr, we must simply find it in the stress to which we subject the bureaucratic structure of public administration, which probably was not and is not up to sustaining this type of demand shock”.
