Rosato proposed to amend article 186-bis of the highway code, adding “limit to nighttime passenger transport by drivers under the age of twenty-one or novice drivers”. The text reads that drivers under the age of twenty-one or newly licensed category B drivers (i.e. those with less than three years of license) will be prohibited from carrying more than one passenger in the vehicle from midnight.
