His life is based on three fundamental values ​​of political exercise: discipline, fairness and solidarity, with which he managed to mark the beginning of great social transformations in Barranquilla in 1987, by giving dignity to the most vulnerable areas with the execution of works. related to the installation of basic public services in 17 neighbourhoods.
