The government, led by Minister Fitto, is working to use all of the Pnrr’s resources through a general overhaul of the plan by August 2023. In the Semiannual Report to Parliament, 120 expenditure items show “weaknesses”; about 10% of the total have a greater degree of weakness. In the text, projects are divided into two categories: “strategic interventions of national interest” for which the State will ensure all the necessary support for their implementation and interventions to be reprogrammed using the resources for other uses considered “more efficient” or moving into Repower Eu. Of particular note are the measures for the hydrogeological risk, which amount to around 1 billion and 200 million euros, slowing down due to the increase in costs and/or shortage of materials, the imbalance of supply and demand, unattractive investments and the unpreparedness of of the productive fabric, but also by the regulatory, administrative and management difficulties caused by the increase in the targets to be achieved and by the difficulties of the administrations. The increase in costs is also the cause of delays in the design of the high-speed connection lines in Brescia, Verona, Vicenza and Padua with Northern Europe, 92 kilometers of infrastructure for which a budget of 3.7 billion Euros was foreseen. euros. However, the project provided that by March 24, 2024, the works would have to be awarded, but the increase in the cost of the work did not make it attractive due to the submission of deserted proposals. There are also investments in “primary water infrastructure for the security of water supply”, an urgent issue in view of the drought, which amounted to 2 billion euros and which have accumulated a considerable delay due to rising costs and the shortage of materials. . The plan provided for an investment in “electrical charging infrastructure” to be financed with 740 million euros, but tenders considered unattractive proceed slowly. Here, between appeals from environmentalists and some bureaucratic obstacles, they risk blowing up the 300 million euro project.
