On smart work, there is an extension until 31 December only for vulnerable workers in the private sector and parents with children up to 14 years old. This is an amendment to the Labor ordinance approved by the Senate’s Social Affairs Committee. In the case of public sector workers, the decision will be made in a matter of days: the government is actually evaluating the scope. The majority seemed to want to extend the remote work rule only to fragile employees, but a second thought eventually emerged. It was Paolo Zangrillo, Minister of Public Administration, who, with smart work, stated that “there is no longer any urgency to intervene with parents with children under the age of 14”.
Side allowance: threshold for parents with children remains at 3,000 euros
On the other hand, the hypothesis of extending the tax-free threshold of benefits up to 1,000 euros for all employees vanishes, but provides a higher limit for those with children. Instead, the government decided to approve the threshold of 3,000 euros, only for workers with dependent children. Not just. For the workers themselves, the executive will also consider exemption from contribution tax. The cost of the intervention is around 190 million euros. So nothing changes for those without children: the tax exemption threshold remains constant at 258 euros

The term fringe benefit refers to all the goods or services a company offers to its employees. In practice, they are a true form of “payment in kind” added to the traditional paycheck and can be a basic help to the worker in everyday life, especially in a time of high inflation like the current one. Company car, health care, the condition of any insurance policy or the possibility of the employee to benefit from company accommodation can be considered as fringe benefits.
Benefits help generate employee income and are taxed, but only if the final amount exceeds certain thresholds. Finally, it should be emphasized that these benefits are not the right of the worker: the company decides whether (and to what extent) these benefits are given to its employees. And therefore, they cannot be considered an additional thirteenth. Because not everyone has the right to do so.
Contributions reset for caregivers
One of the innovations that emerged during the work in the Senate commission is the possibility of 100 percent tax deduction for 3 years in the contributions made to the workers who help the elderly. The provision concerns newly hired caregivers, but it seems that tax deductions can be enjoyed even if the home service contract turns into an open-ended contract. The opinion of the Budget Committee on the change introduced by the M5s is awaited. The commission will meet again on Tuesday to address recent issues.
