Dl Caivano, Meloni: the government shows its face. stop the crime

The Government’s repression of the spread of delinquency and juvenile difficulties is reflected in the measures contained in the so-called Caivano Decree, approved today by the Council of Ministers. A series of more severe sanctions and penalties that should act as a deterrent to the commission of crimes by younger groups. But not only. In fact, the dl also focuses on which of these guys is responsible. “I considered it important to be present – said Prime Minister Giorgia Meloni, arriving by surprise at the press conference to present the legislative decree -, because I think that the rules that we approved today are very important matters. he preferred to deal with some subjects, on the other hand, they were so complex that putting his face on them was considered dangerous. We put our face on complex issues, difficult to resolve. We have already been to Caivano, we said that there are no free zones, it is not an easy challenge, but if you put it in with good will it can be done”.

A package of measures that seeks to combine the need to repress juvenile delinquency with that of allowing a path that is not necessarily punitive, but also re-educative. Surprisingly, among the measures, there is no reduction in the imputability threshold for minors, which remains at 14 years of age. However, there is the introduction of the police commissioner’s warning for children under fourteen. “This is the only reference that is found in the legislation – explained the Minister of the Interior Matteo Piantedosi -, on the reduction under 14 years, but above 12 years, for those who commit crimes with sentences of not less than 5 years, such as theft qualified, aggravated harm, serious injury”. Notice that it is now introduced also for the crime of bullying. On the other hand, there is no specific norm on the prohibition of the use of cell phones, but it is occasionally delegated to the judicial authority, requested by the questore: Piantedosi – as well as on the possession and use of telephones and electronic devices. We have chosen a wording that limits this in case the measure is considered necessary in relation to the type of crime committed”.

Another chapter is linked to Daspo, whose applicability limit now drops to 14 years, and is also granted to anyone who is simply caught in possession of drugs. However, the Government knows that the fight against juvenile difficulties cannot do without effective action to repress the criminal context from which these minors often come. “We also intervene against those who exercise parental authority – observed the Minister of Justice, Carlo Nordio -, because we know that the criminogenic source of juvenile delinquency often lies precisely in the lack of civic sense or even in the adherence to crime of their families”. here are, for example, the toughest sanctions for those who do not guarantee their children compulsory schooling: “Until yesterday, this abandonment was punished with a platonic sanction – said Nordio -, we raised it to the category of crime. By making parents responsible , we believe that the minor is indirectly helped in the educational process”.
