New round of meetings on the National Recovery and Resilience Plan. The government meets with companies and unions. At Palazzo Chigi, at the table in the Pnrr control room, this time together with the Minister of European Affairs, the South, Cohesion Policies and the Pnrr Raffaele Fitto – according to whom “the chosen model strengthens” the implementation of “ projects”. – there are, among others, Ance (national association of building constructors), Confesercenti, Confcommercio, and CGIL, CISL, UIL. The next steps were made clear at the table. Payment of the third installment, worth 18.5 billion euros, is expected within a few days; the request for payment of the fourth installment, worth 16.5 billion euros, sent by the government to the European Commission on September 22; and an initial analysis of compliance with the goals and objectives of the fifth installment, also based on the proposed revision of the Plan. With regard to the twenty-eight objectives defined in the fourth installment, verification activities are already underway by the European Commission services, to guarantee the payment of the 16.5 billion euros by December 31, 2023.
The results to be achieved by December 31, 2023, with the Plan unchanged, are 69, of which 23 milestones and 46 targets, with the gross value of the fifth installment equal to 18 billion. If all proposed changes were approved, the results to be achieved, by December 31, 2023, would increase from 69 to 51, the number of goals from 46 to 30 and the number of milestones from 23 to 21. Satisfied with the round of meetings , Minister Fitto. Above all “with regard to the working method adopted by the government, due to the fundamental role recognized by the control room, a precious and useful tool to identify in advance, through comparison, any critical issues and possible solutions”. Furthermore, for Fitto “the model adopted strengthens the foundation of the projects”. The CGIL does not think so and, in fact – with the confederal secretary Christian Ferrari – speaks of “confirmation of a very worrying situation: the delays in implementing the Plan are increasingly significant and continue to accumulate”. “In the fifth installment I am quite advanced – says ANCE vice-president Piero Petrucco – but I believe there is certainly a desire to listen. We reiterate some points that are fundamental for those of us who are reformulating Pnrr: looking at individual projects; We certainly agree to defund things that we understand clearly don’t have the right timing; What we really don’t like is a somewhat cross-cutting method of taking entire groups of projects and removing them.”
“We look with particular interest at the new chapter ‘RePowerEU’ included in the Pnrr – says Luigi Taranto, secretary general of Confcommercio-Imprese per l’Italia – and, in particular, at the measures that accompany the green transition of production and boost the self-production from renewable sources by SMEs”. For Confesercenti, it is “important that the energy transition towards low emissions takes into account environmental and economic-social challenges. The process must be carried out in a way that does not penalize citizens and companies ”. While – the president of Coldiretti and Uecoop Ettore Prandini – speaks of the “guarantees” received from the government “in production chains, in cooperative systems in the creation of new economic value for Italy and new generations”.
