Pnrr, the Court of Auditors issues the alert: it is urgent to complete the audit phase

Pnrr, it is urgent to complete the review phase. The alert comes from the Court of Auditors, which states «A rapid completion of the Plan review phase appears increasingly urgent to eliminate factors of uncertainty, both for the initiatives that will continue to be managed within the scope of the Pnrr and for those that will have leave it, allowing responsible subjects and implementers to make appropriate adjustments.” This was noted by the Court of Auditors in the Report to Parliament on the status of implementation of the National Recovery and Resilience Plan in the first half of 2023.

The analysis of the management and control system for Pnrr’s activities – entrusted to the independent audit body – made it possible to highlight, according to the Court, «controls consistent with the regulatory framework and carried out in an effective and appropriate manner to the reference context». Even the controls on the reporting of expenses by the responsible Administrations, despite some difficulties, are in line with what is required by the regulatory framework and are carried out within limited deadlines”, highlights the judicial accounting power that invites them to constantly monitor” the organic system adequacy of control structures, especially when, with the advancement of initiatives, the reporting of expenses incurred will increase”, in order to “guarantee the timely completion of checks and guarantee liquidity to implementing entities”. Inflationary dynamics, finally, according to the Court, “it led to an increase in the prices of projects foreseen in the Plan estimated at around 10.7%”. The Court highlighted how “the Government’s option to face these increases with resources from the Fund for urgent works ​proves to be effective.” Interventions supported by additional resources cause, on average, price increases of 12.6%. The Fund’s additional resources represented 17% of Pnrr’s initial financing.
