In the session on Thursday, November 30, the Interministerial Commission for Economic Planning and Sustainable Development (Cipess), chaired by the Minister of Economy and Finance and vice-president of CIPESS, Giancarlo Giorgetti, was attended by the Secretary of Cipess, Undersecretary Alessandro Morelli, approved a series of important strategic measures.
From Health, Cipess approved the distribution among the Regions and Autonomous Provinces of the financial availability of the National Health Service (SNS) in the year 2023, which amounts to more than 128 million euros. The distribution of the national healthcare standard requirement for the year 2023, compared to the previous year, guaranteed an increase in funding from the Fund for Innovative Medicines by 100 million euros. “336 million for financing the Reimbursement Fund to the Regions for the purchase of innovative medicines” was announced at a press conference in the presence of Undersecretary Morelli and Marcello Gemmato, Undersecretary of Health. 25 million euros were distributed and allocated for 2023 to the regions of ordinary statute and the Region of Sicily to finance the interventions foreseen in the “National Plan for Rare Diseases 2023-2026” and in the document for the “Reorganization of the national network for rare diseases”.
An attention that quickly shifts from health to the environment with a view to supporting sustainable development. “Today, Cipess approved the distribution of approximately 15 million euros in favor of sites that house nuclear power plants and nuclear fuel cycle plants for 2023,” declared Undersecretary Morelli. The Interministerial Commission foresees that these resources will be used “to intervene in the sectors of environmental compensation (protection of water resources, remediation of polluted sites, waste management, defense of territories, protected areas and sustainable development) and the monitoring and reporting mechanism as well the use of these resources is strengthened”, he continued.
In infrastructure, “Cipess approved the new cost for the modernization of the railway axis of the Munich-Verona-Brenner Base Tunnel. The new cost of the work is around 10.535 billion euros, an increase of around 1.735 billion compared to 2016, of which 50 percent is borne by Italy, equivalent to around 5.268 billion euros,” he continued the undersecretary with delegation to Cipess. “The completion of the work is scheduled for 2032 and, with its total length of 64 km, it will be the longest railway tunnel in the world, which will allow a faster rail connection for passengers and goods between Italy , Austria and Germany. Passenger trains will be able to run in the tunnel at speeds exceeding 200 km/h”, concluded Morelli.
Also noteworthy is the approval of the definitive project for the relocation of the Safe Driving Center in the municipality of Buttigliera Alta within the scope of the 4th lot of the “New Railway Line Torino – Lyon – International Section – Italian-French common part – Cross-border section: section in the territory Italian” with an approximate cost of 20 million euros. The Committee then approved the restoration of the original expenditure limit for the Molise central water system and the interconnection with the Lower Molise system, equal to more than 88 million and modified the method of disbursement of the State’s financial contribution.
Chapter internationalization of companies. Cipess is also working on this front: in fact, the modification of the annual activity plan and the risk limit system (Raf) for 2023 and 2024 was approved in relation to Sace’s activities. The annual activity plan for 2024 foresees a maximum demand for insurance coverage equal to a ceiling of 60 billion euros, of which 53 billion euros are due beyond 24 months and 7 billion euros up to 24 months.
The effects on the national economy resulting from this maximum demand for insurance are important: the impact on the estimated GDP is around 66 billion, on the production value of around 190 billion, with a total number of preserved employees of around 940 thousand .
Below is the annual strategic plan and the forecast plan for the Fund’s financial needs referred to in the article managed by Simest: new operations indicated in a volume of around 11.1 billion euros in the cruise sectors (66%), defense ( 20%) industries (10%), metallurgy (3%) and finally water, environment and urban services (1%). Operation referring to the following geographic areas: Latin America and the Caribbean (60%), European Union (27%); other Europe and CIS (10%), Middle East and North Africa (3%).
Finally rebuilding the chapter and restarting after natural disasters. With regard to the post-2009 earthquake reconstruction in the Abruzzo Region, the remodeling of the financial plan of the Restart development program was approved by Cipess with three new interventions for the cultural and tourist promotion of the territory, increasing the allocation for “Culture ” priority at 6.5 million.
