«The State must be an ally of those who produce wealth, of those who create jobs, and not an enemy». Giorgia Meloni said this on December 5th. Concept also reiterated with another phrase: “Citizens are not subject to being oppressed”. Yesterday, two weeks later, the government translated these words into action. The Council of Ministers, following a proposal from ministers Paolo Zangrillo (Public Administration), Giancarlo Giorgetti (Economy) and Adolfo Urso (Business and Made in Italy), approved a legislative decree that introduces rules to simplify controls on economic activities. This is that revolution for a “friendly tax” that the center-right has been working on since its victory in the elections. In practice, the main objective is to limit duplication of controls. So let’s see what the main innovations are. 1) Firstly, administrative requirements considered unnecessary will be eliminated and those considered “disproportionate” will be simplified. 2) Checks will be planned through “risk assessment”, in order to focus them, explains the CDM, “on economic activities that present a higher level of risk and carry out a maximum of one check per year on subjects who obtain the so-called “low risk report”.
3) The use of the company’s computer archive is also strengthened, which will become a control support tool. 4) The State intends to approach economic activity according to a principle of “trust”, “in order to minimize documentary requests and enhance collaboration and dialogue procedures between administrations and economic activities that limit, whenever possible, the imposition of sanctions”. 5) Tax audits will make greater use of information technologies. 6) The text also provides for a general census of controls under the responsibility of administrations and a survey of those carried out in the last three years, to be included in a report addressed to the Minister of Public Administration, in order to develop a summary and identify areas of overlap and duplication. Administrations must also publish, in the “transparency” section, the list of controls under their responsibility, to be updated every two years. Minister Zangrillo explains that the government “intends to reduce administrative burdens, especially for small businesses, to increase administrative transparency, to have an impact on corruption phenomena, improving competitiveness and local development. More rational controls – he adds – do not in fact mean fewer controls, but more effective controls. The objective is, therefore, to encourage business and improve the relationship with the Public Administration, in order to generate positive impacts for the entire community.”
Minister Urso also highlights the greater efficiency of the Years: each time the list of controls for each administration will be updated in the section dedicated to the transparency of the system: «Finally, our country will equip itself with a new system for controlling economic activities, which will be more rational and effective, according to a collaborative approach between Public Administration and the industrial fabric. For the first time, controls will be targeted where risk is highest, easing the regulatory burden on lower risk sectors. A challenging and innovative renovation, awaited for more than 10 years. The government is on the side of those who produce, alongside the companies, moving forward on this path.” Meanwhile, the Vice Minister of Economy, Maurizio Leo, announces that other delegated decrees implementing the reform of the tax system will be approved in the next Council of Ministers, the last one in 2023. Among these is also the one that reduces the Irpef levels from four for three, “for which a postponement of a few days was preferred to allow technical coordination in line with the budget law being approved”. «In any case – concludes Leo – the Meloni government’s fiscal revolution continues at an accelerated pace and in full compliance with the scheduled deadlines. A reform that the country has been waiting for for more than half a century and that is now seeing the light of day thanks to the concrete action of the center-right government.”
