Superbonus, the government overcomes the problem: CDM green light for an ad hoc rule

There is agreement in the government on the Superbonus. The summit before the Council of Ministers (in the absence of Prime Minister Giorgia Meloni) had as protagonists the Deputy Prime Ministers Antonio Tajani and Matteo Salvini, the Minister of Economy, Giancarlo Giorgetti, and the Undersecretary of the Presidency of the Council, Alfredo Mantovano. The agreement led to the approval by the CDM of an ad hoc regulation, without going through the Milleproroghe. Which was approved at the last executive meeting of the year together with four legislative decrees that implement fiscal delegation, including the first module of the Irpef reform that reduces the bands from four to three. But the spotlight focused mainly on the Superbonus, after the pressure from Forza Italia that had lasted for weeks to intervene on this issue and Giorgetti’s criticism of a measure with “radioactive effects” for the State coffers.

The Council of Ministers, underline sources at Palazzo Chigi, approved some interventions relating to construction premiums, bringing the related discipline “back to common sense and its correct purposes”. No extension is planned, it is explained, but “work is encouraged by limiting misuse and distortions”. The deputy prime minister and national secretary of FI, Antonio Tajani, exults: “I am very satisfied with the agreement we reached, because there is important protection for companies and citizens, especially the least favored. kind of amnesty for 2023, for those who have completed 30% of the works, and will not have to pay anything, not even for any omissions. Therefore, the company will also not resort to condominium customers nor will it have to pay fines to the State, returning the money received”. Tajani, therefore, clarifies: “Any new scams” ​​linked to the Superbonus “obviously should not exist, but we are already talking about companies that have carried out your work will then have to certify it.

In detail, the tax credit will be recognized for all works carried out until December 31st of this year, while the 70% premium is confirmed for works yet to be carried out. Individuals with an ISEE of less than 15 thousand euros, significantly increased depending on the members of the household, are guaranteed a credit of 110% also for the part of the work that is not certified on December 31st. “Basically – it is emphasized – anyone who has not completed the work within a year will not find themselves in the serious situation of having to repay all the credits accumulated up to that point”. Secondly, for works not completed by December 31, immediately before the beginning of 2024, and to compensate for the portion that will fall from 110 to 70%, the State will intervene using the poverty fund with the right to increase its capacity during the financial year.
