Elderly, Bellucci: “Law awaited for decades, ready for a new well-being”

More than one billion euros to launch care reform for 14 million elderly people and a new “universal benefit” introduced on an experimental and gradual basis, for very serious cases, from January 1, 2025 to December 31, 2026, subject the need for assistance to support home care and personal autonomy of non-self-sufficient elderly people. “As promised, today we approved a legislative decree that implements the Pact for the Third Age: it is a reform that we are proud of and that Italy has been waiting for for more than 20 years, just one step on a path that will continue throughout the legislature”: These are the words of Prime Minister Giorgia Meloni regarding the CDM’s approval of the legislative decree. This measure was quickly commented by the Vice-Minister of Labor and Social Policies, Maria Teresa Bellucci, at the end of the press conference that followed the Council of Ministers.

“It is a great emotion and an honor to have brought the reform in favor of the elderly to the CDM today, perfectly respecting the times dictated by the Pnrr. After months of hard work, I say, without emphasis, that this law has the potential to constitute a ‘landmark’, because it gives the green light to a new social security system for the elderly, more inclusive, simpler and above all fairer, because It was designed for the real needs of people and families. It’s time to finally provide effective answers to millions of families. Italians have been waiting for this law for more than twenty years, now there is no going back. The Government believes in this and has allocated more than a billion euros to start the reform and it is just the beginning of a structural path, which will be implemented progressively and in which we are committed to finding all available resources, first of all, systematizing the destinations and expenditure of unintentional savings, but also using chapters already dedicated to individual subjects”, said Bellucci.

“Many new features, firstly the universal benefit that aims to protect the most fragile and low-income non-self-sufficient elderly people, increasing the financial support to guarantee services and care to 1,380 euros per month, thus increasing the accompanying allowance by 200%. An innovative measure because it aims to avoid isolation and loneliness, promote an active life, facilitate access to care and assistance services also through technological innovation. More effective interventions because they are personalized, thanks to forms of coordinated programming at national and territorial level, with the home as the first place of care and life, reinforcing integrated home care, telemedicine and teleassistance”, added the deputy minister.
