Government crisis, game over for Mario Draghi. Emergencies remain, warns Sergio Mattarella

“An inevitable decision”. After 17 months of government of national salvation or the president – as it has often been defined – Sergio Mattarella puts an end to the legislature. An itinerary announced, already when in February 2021 he handed over the keys to Palazzo Chigi to Professor Mario Draghi. On that occasion, Colle’s tenant had appealed to all political forces present in Parliament to give “trust to a high-level government, which must not identify itself with any political formula”. Today, after a week of negotiations, often slipping into bitter-tasting events, Mattarella could only note “the lack of parliamentary support for the government and the absence of prospects for creating a new majority.”

It’s the endgame of the Draghi government and on the face of Colle’s tenant you can see all the drama of that recognition. The President of the Republic is aware that a government for today “finds limitations in its activity”. However, he designs the perimeter so that the “many important obligations” are fulfilled in the exclusive interest of the country. The government, underlines the head of state, “has the instruments to intervene in the present needs and in those that will arise in the months between today’s decision and the inauguration of the new government, which will be determined by the vote of the voters”. And the call for responsibility is clear: “The period we are going through does not allow for pauses in essential interventions to counteract the effects of the economic and social crisis and, in particular, the increase in inflation that, caused above all by the cost of energy and food products , has serious consequences for families and businesses.

They are “indispensable interventions – he underlines – to face the economic difficulties and their social repercussions, especially with regard to our fellow citizens in more weakened conditions”. Mattarella also entrusted Draghi and the Parliament – albeit dissolved – with the task of “containing the effects of Russia’s war against Ukraine”, the implementation within the agreed deadlines of the National Recovery and Resilience Plan “with decisive importance” and, finally, “continue in action to combat the pandemic, still dangerously widespread”. The message from the Quirinale tenant therefore does not admit uncertainties, the executive is finished but in all these emergencies there can be no exceptions and variations on the theme. “With regard to the aspects that I have indicated”, he warns, even in the course of the electoral dialectic that will certainly be “intense” and “sometimes acute”, there could be, “from all, a constructive contribution; in the best interests of Italy”.
