The preliminary report from an official body on the management of the French Football Federation (FFF) denounces a “sexist and violent environment”, “dysfunction” internally and a president “who allowed the situation to worsen”.

The document, delivered this Monday to the leaders of the federation but leaked by the French media, questions not only the FFF section president, Noël Le Graët, but also its general director, Florence Hardouin, who has been in office since 2013. is in function.

“Le Graët no longer has the necessary legitimacy to lead and represent French football,” he said.

The report of the General Inspectorate of Education, Sports and Research (IGESR) was requested by the Ministry of Sports in light of the cascade of information on the internal failure of the Federation and especially the complaints against Le Graët for sexual harassment presented by several FFF employees or women who work in the football world.

The text points to “a problematic attitude of Le Graët towards women that can at least be described as sexist”.

Le Graët, aged 81 and in office since June 2011, was relieved from the presidency of the federation on 11 January.

In addition to the president, the report points to Hardouin’s “highly authoritarian” way of carrying out his work, assuming powers that did not suit him, within a “toxic” relationship with Le Graët, whom he criticized for “the drift of a lone power without internal regulation”.

The dysfunctions were accentuated during the 2018 World Cup, which France won, at a time when Hardouin “concentrated superior powers” over those of other federation generals.

All this does not mean that the Le Graët-Hardouin duo has succeeded in “indisputably putting the federation in order financially and sportingly”, thanks in part to the increase in revenue from television broadcasting rights, according to the report.

The FFF said in a statement that the interim president, Philippe Diallo, has received the interim report and will not announce any conclusions or measures before receiving the final text.
