The researchers say it is a false assumption that Liverpool fans pose a threat to public order, as French officials initially believed.
They hope France will learn from the events, as the country will host the Rugby World Cup this year with the final at the Stade de France and host the Summer Olympics next year.
UEFA pays compensation to affected fans
Secretary General Theodore Theodoridis apologized on behalf of UEFA to the affected fans. “UEFA is determined to learn from what happened and will work closely with the fan groups, the two finalists, the organizers and local authorities to ensure a perfect final where everyone can enjoy the match in a safe and friendly atmosphere.”
The European Football Association may set up a special reimbursement plan for affected Liverpool and Real fans.
