The President of Ukraine, Volodymyr Zelensky, ratified the decision of the National Security and Defense Council, stating the impossibility of holding negotiations with the President of the Russian Federation, Vladimir Putin, and the need to strengthen Ukraine’s defense capabilities. After the annexation by Moscow of four Ukrainian territories and following referendums not recognized by the international community, Zelensky had already announced that he would never negotiate with a Russia led by Putin.
The Ukrainian President signed the relevant decree on the decision of the National Security and Defense Council of Ukraine on September 30 ‘On the actions of Ukraine in response to the attempt by the Russian Federation to annex the territory of our state, with the aim of ensuring the security of the Euro-Atlantic Area, Ukraine and restoring its territorial integrity’. Ukrainska Pravda reports this.
