Venezuela denounced on September 10, 2012 the American Convention on Human Rights (ACHR), which provides a legal basis for the Inter-American Commission on Human Rights (IACHR) and the Inter-American Court of Human Rights (CourtHR), mechanisms of which the then President, Hugo Chávez (1999- 2013), accused of being manipulated by the US.
The deputy director of the Center for Human Rights at Metropolitan University, Victoria Capriles, explained that Venezuela’s return to this system is through a political debate, as the Caribbean country is already part of the Organization of American States (OAS). following the recognition of Juan Guaidó as “interim president” in 2019.
For this reason, he claimed, a debate should be held within the General Assembly of the OAS to determine which authorities to recognize in Venezuela, taking into account the latest political changes in the region.
