The 155th session of the Inter-American Court of Human Rights (CourtHR) began Monday and runs until February 9. The Inter-American Tribunal is planning eight public hearings, including a case against the state of Paraguay.
This is the 2000 complaint of the then Official Inspector of the National Police Jorge López Sosa about illegal detention, torture and violations of both judicial safeguards and judicial protection.
The alleged facts occurred in 2000 when López Sosa was an inspector of the National Police. His arrest took place during the state of emergency after a failed coup in the government of Luis Ángel González Macchi by about 50 retired soldiers and low-ranking officers in favor of the then exiled Lino César Oviedo.

The Inter-American Commission on Human Rights (IACHR) has ruled that the state is responsible for violating the rights to personal integrity, personal liberty, judicial guarantees and remedies enshrined in the United States Convention on the Rights of the Man.
It also concluded that the state was responsible for the violation of the Articles for the Prevention and Punishment of Torture.

López Sosa was summoned to the national police headquarters in May 2000. He was later assigned to the 11th Police Station, where his service pistol was removed, handcuffed, blindfolded, beaten and questioned about the attempted coup against President González Macchi.
During the coup attempt, the rebels captured the cavalry regiment, the police headquarters, the Special Police Operations Force (FOPE), a television station and two radio stations, and advanced to the center of Asunción with five tanks. Cabildo where Congress works.
