Putin signed a law banning gender reassignment

Russian President Vladimir Putin has signed a law banning gender reassignment except when it is necessary to treat birth defects in children.

The amendments introduced relate to the Law on the Basic Principles of Health Protection of Citizens of the Russian Federation. Medical procedures, including sex reassignment drugs, are prohibited under the new law.

The ban does not include medical interventions related to the treatment of congenital anomalies (developmental disorders), genetic and endocrine diseases related to the impairment of the structure of the genital organs in children. Such medical procedures are allowed only after the decision of the medical council under the Ministry of Health.

The list of medical organizations, the form and procedure for issuing their decisions and medical certificates have been approved by the Moscow government.

The law says that based on the results of the medical intervention, the medical commission issues an appropriate request to amend the civil status certificate. The ground for annulment of the marriage is a change in marital status due to a change of sex in one of the spouses. Gender switchers cannot be adoptive parents.

Sex change in Russia. The medical board decides

Changing the sex in the documents is possible only after the delivery to the civil registry of an appropriate medical certificate issued by the medical commission of a medical organization subordinate to the Ministry of Health, confirming “concordance of sex characteristics with the characteristics of a specific sex”.

The new regulation does not apply to persons who, prior to its entry into force, have already undergone surgical procedures aimed at changing sexual characteristics, confirmed by a decision of a medical committee.

The authors of the project are more than 400 deputies of the Russian State Duma, including the chairman of the lower house of parliament Vyacheslav Volodin.

The law, which the State Duma passed on July 14 and the Federation Council (upper house of the Russian parliament) approved on July 19, will come into force on the day of its publication.
