A 10-year-old boy in France was the victim of a war between drug cartels. Most of these murders were committed in Pissevin, Chemin Bas, and Mas de Mingue, three areas in condos and condominium slums. These three neighborhoods were created in the 1960s to house people who fled the countryside, repatriated from North Africa, and then migrant workers. All three share worrying socio-economic indicators. In Pissevin, 70% of the 13,000 people live below the poverty line and the unemployment rate is 46%.
