In March 2000, the Population Division of the United Nations Department of Economic and Social Affairs published the report “Replacement Migration: Is it a Solution for the Declining and Aging Population?”
This division monitors fertility, mortality and migration trends in all countries of the world, which forms the basis for official UN population estimates and projections. Of the demographic trends revealed by the 2000 survey, two were particularly important, according to the UN: projected population decline and the aging of society. The study focused on these two trends and explored the issue of replacement migration as an optimal solution to the problem of the declining and aging population. ‘Replacement migration’ refers to the international migration that would be necessary to compensate for the decline in the working-age population, but also to compensate for the overall pace of population aging.
