Vladimir Putin is not interested in a negotiated ceasefire and is determined to achieve his goal, ISW says.
Analysts at the American think tank Institute for the Study of War claim that Russian leader Vladimir Putin is clearly not interested in negotiating a ceasefire. “Russian President Vladimir Putin continues to communicate that he is not interested in ceasefire negotiations is determined to achieve its goal: destroying the Ukrainian state“.
Bloomberg reported on October 30 that Serbian President Aleksandar Vucic had a conversation with Putin in early October, the first conversation in two and a half years. Vucic said that he had raised the topic of a ceasefire in Ukraine, but Putin responded that Russia intended to achieve all its goals in the framework of the so-called “special military operation” (as described in the propaganda of the Kremlin’s war with Ukraine). According to ISW, these objectives amount to the destruction of the Ukrainian state and government.
Putin won’t change his mind
Analysts noted that Putin clearly rejected the idea of ceasefire negotiations during a press conference with Hungarian Prime Minister Viktor Orban on July 5, arguing that a ceasefire would allow Ukraine to regroup and to rearm.
“A negotiated ceasefire along current lines and under current circumstances will only benefit Russia and give the Kremlin time to further radicalize and militarize Russian society against Ukraine, and give the Russian military time to rest and rebuild, probably before launching a future attack. about Ukraine,” ISW argues.
Russian forces have recently advanced near Kupiańsk, Swatovy, Pokrovsk, Kurakhovy and Vuhledar, and Ukrainian forces have regained lost positions near Kurakhovy.
